Delhi SIR: Poll Body to Issue Fresh Enumeration Forms for 47.56 Lakh Excluded Electors

New Delhi – November 7: In a major corrective initiative to protect universal franchise, the office of the Chief Electoral Officer (CEO) of Delhi has announced that it will generate fresh enumeration forms for all 47.56 lakh electors who were omitted from the draft electoral roll published on August 31, providing a final window for re-verification under the Special Intensive Revision (SIR).

According to an official communique issued by election authorities, the re-verification drive specifically covers electors flagged during door-to-door surveys between June and August 17 under the ASDD classification—representing those categorized as Absent, Shifted, Dead, or Duplicate. Recognizing genuine residential changes and logistical omissions, the poll body has introduced a streamlined, multi-channel facilitation process to prevent arbitrary voter disenfranchisement.

Crucially, citizens who have moved residence within the National Capital Territory will not be compelled to submit standard Form 8. Instead, electors can directly obtain a newly generated enumeration form from the Electoral Registration Officer (ERO) of their new assembly constituency. To maximize accessibility, forms are being shared via WhatsApp, through the Election Commission’s web portal, or via the official ECINET smartphone application using existing Electors Photo Identity Card (EPIC) numbers.

For electors remaining at their original addresses, a simple explanatory declaration detailing the circumstances of their non-submission during the initial phase will suffice. For intra-city migrants, a declaration providing new residential coordinates is required. For homeless citizens lacking formal documentary proof of residence, the poll body confirmed that an on-ground physical inquiry report conducted by Booth Level Officers (BLOs) will be accepted as conclusive proof of residence.

Addressing legal anxieties, the CEO’s office clarified that electors whose names were previously registered and who have submitted Form 6 for re-inclusion will face no punitive action under Section 31 of the Representation of the People Act, 1950. Official data indicates that between August 31 and November 5, authorities processed 2,96,336 Form 6 enrolment requests, 28,853 Form 7 deletion claims, and 1,10,184 Form 8 modification applications, with over 32.35 lakh electors currently cleared for final inclusion.

The Election Commission has extended the deadline for filing electoral claims and objections to November 25, with final disposal slated by December 15 and the publication of Delhi’s definitive electoral roll scheduled for December 22.
