SRINAGAR, October 28, 2026 – In a significant move to rejuvenate and boost Kashmir’s world-renowned handicrafts sector, the Union Ministry of Textiles has sanctioned and released Rs 30.46 lakh under the premier National Handicrafts Development Programme (NHDP).
The financial allocation is specifically targeted at providing improved toolkits and facilitating the skill upgradation of artisans associated with traditional Kashmiri crafts, including hand-knotted Carpets, Sozni Embroidery, Papier-Mâché, and Walnut Wood Carving. The Directorate of Handicrafts and Handloom, Kashmir, has been designated as the implementing agency for these vital interventions.
According to a spokesperson for the department, the Office of the Development Commissioner (Handicrafts) swiftly approved the proposal aimed at preserving the region’s rich cultural legacy while enhancing the livelihood of its craftspeople.
Out of the total released amount, a financial allocation of Rs 15.01 lakh has been earmarked for two specialized Guru Shishya Hastshilp Prashikshan Programmes focusing on Kashmir Carpets and Sozni embroidery. These intensive two-month training programs are designed to facilitate the seamless transfer of intricate traditional skills from master craftsmen (Gurus) to a new generation of aspiring artisans (Shishyas).
The training modules have been comprehensively structured to ensure that artisans receive adequate wage compensation, master craftsmen receive their rightful honorariums, and costs for space rent, training equipment, and raw materials are fully covered.
Furthermore, Rs 15.45 lakh has been allocated for three distinct Improved Toolkits Distribution Programmes catering to artisans working in Walnut Wood Carving, Sozni Embroidery, and Papier-Mâché across the Kashmir Division.
“The initiative will facilitate artisans’ access to improved, modern tools, thereby enhancing their overall working efficiency and productivity. It will fundamentally support them in refining the quality and finish of their final products,” the spokesperson added.
Through these targeted programs, the Directorate of Handicrafts and Handloom aims not only to upgrade existing skill sets but to rebuild a robust pipeline of trained artisans, ensuring the long-term continuity and growth of Kashmir’s iconic handloom and handicraft sectors.
