SRINAGAR, October 8, 2026 – Chief Secretary Atal Dulloo chaired a comprehensive review meeting on Wednesday to assess the progress of the solarization programme across Jammu and Kashmir, taking detailed stock of both residential rooftop installations and the solarization of government infrastructure.
During the meeting, the Chief Secretary evaluated the progress achieved under the ambitious scheme implemented through the CAPEX budget. It was highlighted that significant strides have been made in equipping public infrastructure with renewable energy, with 8,850 out of a targeted 12,994 government buildings already successfully solarized, adding substantial capacity to the region’s green energy grid.
While appreciating the progress made so far, Dulloo advised the Jammu and Kashmir Energy Development Agency (JAKEDA) to accord greater focus to the RESCO (Renewable Energy Service Company) mode of solarization. Observing that the progress under this specific component has been comparatively slow, he stressed that it needs to be urgently accelerated through closer monitoring and the timely resolution of ground-level implementation bottlenecks.
To ensure that the growing pipeline of rooftop solar projects translates into fully operational assets within the stipulated timeframes, the Chief Secretary urged coordinated, multi-agency efforts. He specifically directed officials to immediately resolve persisting challenges related to project financing, vendor availability, smart metering, and overall project execution.
The administration aims to establish a robust renewable energy framework across the Union Territory, transforming both residential areas and government buildings into self-sustaining energy models while reducing the overall dependency on conventional power grids.
