SRINAGAR, September 17, 2026 – Chief Secretary Atal Dulloo chaired a comprehensive review meeting on Wednesday to assess the progress and operational functioning of the J&K MSME Health Clinic, a digital initiative established to monitor, diagnose, and revitalize Micro, Small, and Medium Enterprises across the Union Territory. The high-level meeting brought together key stakeholders, including the Additional Chief Secretary of the Public Works Department, the Commissioner Secretary of the Industries and Commerce (I&C) Department, various Directors of I&C and Handloom & Handicrafts, alongside representatives from IIM-Jammu and J&K Bank. During the detailed deliberations, the Chief Secretary directed the I&C Department to significantly accelerate field visits and bolster the operational capacity of Small Business Development Units (SBDUs). He emphasized the mandatory expansion of these units to effectively ensure the assessment, handholding, and follow-up of MSMEs in a highly coordinated and result-oriented manner, stressing that assessments must now urgently translate into structured, time-bound interventions.
Providing a detailed statistical overview of the initiative, Commissioner Secretary I&C Vikramjit Singh informed the committee that the MSME Health Clinic is currently monitoring a massive portfolio of 3,42,261 registered units. Of these, 2,94,014 units have successfully undergone diagnostic assessment, revealing that an overwhelming 97.7 percent—translating to 2,87,332 units—are completely stable. However, the comprehensive assessment successfully identified 6,682 units requiring active intervention, which includes 6,576 units classified as recoverable and 106 units marked as prone to chronic sickness. In a move to refine the database further, 48,247 units have been referred back to J&K Bank for necessary data correction. Focusing on the financial rehabilitation aspect, it was revealed that details of 700 loans previously restructured by J&K Bank are currently undergoing detailed analysis to align financial support strictly with the requirements emerging from the Health Clinic assessments.
To ensure the seamless delivery and monitoring of these critical rehabilitation efforts, the I&C Department has officially deployed a dedicated end-to-end action-tracking portal equipped with an integrated AI-powered chatbot, designed to facilitate the systematic tracking of cases and improve inter-departmental coordination. Reviewing these digital systems, the Chief Secretary firmly reiterated the importance of providing timely support to stressed enterprises. He directed officials to urgently complete the diagnostic profiling and prepare actionable revival plans specifically targeting all 6,576 identified recoverable units. Concluding the review, Dulloo emphasized that the true measure of the MSME Health Clinic’s success will ultimately lie in its ability to convert diagnostic assessments into effective interventions, thereby delivering tangible and visible outcomes in enterprise sustainability, market competitiveness, and broader industrial growth across Jammu and Kashmir.
