SRINAGAR, October 16, 2026 – In a significant push towards agricultural modernization and enhanced farm productivity, the State Level Sanctioning Committee (SLSC), chaired by Chief Secretary Atal Dulloo, approved a revised Annual Action Plan (AAP) worth Rs 13.76 crore for 2026-27 on Thursday. The plan falls under the Sub-Mission on Agricultural Mechanization (SMAM) component of the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY).
The high-level meeting was attended by the Additional Chief Secretary (ACS) of the Agriculture Production Department (APD), Dr. Ashish Chandra Verma, alongside secretaries of the Rural Development and Planning departments, and other senior officials.
During the meeting, Chief Secretary Dulloo emphasized the critical role of modern irrigation and mechanization in transforming J&K’s agricultural landscape. He directed the Agriculture Production Department to prioritize key interventions under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and the Accelerated Irrigation Benefits Programme (AIBP). “Mechanization and irrigation must progress in tandem to enhance farm efficiency, improve crop productivity, and strengthen the overall agricultural economy of Jammu and Kashmir,” the Chief Secretary stressed.
Providing a breakdown of the approved outlay, ACS Dr. Verma detailed that out of the total Rs 13.76 crore (Rs 1,376 lakh), Rs 9.60 crore is earmarked for the Agriculture Sector and Rs 4.16 crore for the Horticulture Sector, ensuring a balanced distribution between the Jammu and Kashmir divisions.
To promote inclusive agricultural development, the plan allocates specific funds for general-category farmers (Rs 11.16 crore), the Tribal Sub-Plan (Rs 1.47 crore), and the Scheduled Caste Sub-Plan (Rs 1.11 crore). Additionally, aspirational districts like Kishtwar and Baramulla will receive targeted financial support under the PMDDKY outlay.
A major highlight of the AAP is the direct distribution of 2,113 units of modern agricultural machinery and equipment to local farmers. The physical targets include subsidizing 95 four-wheel-drive tractors, 77 two-wheel-drive tractors, 184 power tillers, two combine harvesters, and 470 portable irrigation pumps. In a strong push towards technology-enabled farming, the plan also introduces ten ‘Kisan Drones’ through Custom Hiring Centres across both divisions of the Union Territory.
