SRINAGAR, September 9, 2026 – The Jammu and Kashmir Government is poised to introduce comprehensive new Skill Development and Home Stay policies aimed at boosting employment and capitalizing on the region’s recent tourism revival. These pivotal policies, along with several other significant proposals, are at the top of the agenda for the upcoming UT Cabinet meeting, scheduled for 4 PM on September 10 at Chief Minister Omar Abdullah’s residence in Srinagar.
Sources reveal that four bills have been drafted by various government departments for cabinet approval before their introduction in the upcoming legislative session.
1.‘Mission Skill’ for Market-Ready Youth:
The newly drafted Skill Development Policy, termed “Mission Skill,” has been designed along the lines of the existing Mission Yuva. The policy aims to provide targeted vocational and skill training to youth at various educational stages, from schools to colleges and university levels. Officials noted that the initiative will serve as an alternative mode of employment creation, focusing on developing “more-employable and market-ready human capital.” Importantly, the government clarified that this policy will not impact the generation of regular government jobs, but rather act as a parallel engine for self-employment.
2.Easing Norms via Home Stay Policy:
To further bolster the booming tourism sector, the Cabinet will also review the new Home Stay Policy. This initiative focuses on easing regulatory formalities to make operations more friendly for both property owners and tourists. A key proposed change is the extension of the registration renewal period from one year to five years. Furthermore, the policy is expected to introduce self-certification mechanisms, significantly reducing bureaucratic hurdles for locals looking to convert their properties into tourist accommodations.
3.Infrastructure and Administrative Proposals:
In addition to employment and tourism, the September 10 agenda is packed with significant infrastructure and administrative proposals. The Cabinet will consider administrative approval for a 1.955-kilometer flyover connecting Muthi Flyover to Shakuntala Theatre to ease traffic congestion in Jammu. Another major proposal involves the transfer of land to the Industry and Commerce Department for the construction of an Industrial Park under the BHAVYA Scheme at Padri, Vijaypur in the Samba district. Furthermore, the Cabinet will review land transfers to BSNL to ensure 4G mobile saturation in uncovered villages, discuss flood relief compensation, and review post-monsoon macadamization works across the UT.
If approved by the Cabinet, all policies and decisions will subsequently be forwarded to the Lieutenant Governor for final authorization.
