J&K Govt Fixes 21-Day Deadline for 18 Types of Building NOCs Under Public Services Guarantee Act

JAMMU, October 9, 2026 – In a major move to streamline building permissions and enhance ease of doing business, the Jammu and Kashmir Government has fixed a strict 21-day deadline for issuing various building-related No Objection Certificates (NOCs). The timeline covers 18 different categories of NOCs across multiple departments and has been enforced under the Jammu and Kashmir Public Services Guarantee Act (PSGA), 2011.

The official order, issued by the General Administration Department (GAD), brings sweeping changes to how construction clearances are processed in the Union Territory. The notified services mandate a 21-day turnaround for NOCs from critical departments, including Revenue, Nazool, Custodian, Forest, Wildlife, Ecology, Environment and Remote Sensing, and the Pollution Control Board.

To ensure comprehensive coverage, the time-bound mechanism also applies to building-related clearances from the Jal Shakti Department, Power Development Department (PDD), Public Works Department (PWD), Heritage Department, J&K Cooperative Department, Provisional Rehabilitation Organisation, and the J&K Sainik Cooperative Housing Building Society. Clearances from town planning authorities and development bodies, such as the Srinagar Development Authority (SDA), have also been brought under the strict 21-day timeline to eliminate administrative red tape.

The government order also outlined a specific regulatory mechanism for the Katra Development Authority (KDA). It mandates that the NOC for building permissions within the KDA’s jurisdiction shall be issued by the Naib Tehsildar. This process will be subject to review by the Chief Executive Officer of the KDA and the Administrative Secretary of the Housing and Urban Development Department (H&UDD).

The enforcement of these deadlines is expected to bring immense relief to citizens and developers alike by ensuring accountability, curbing unnecessary delays, and creating a more transparent ecosystem for urban development across Jammu and Kashmir.
