M/s Comtech Ignores SHA Final Notice, Fails to Deposit Rs 21.48 Crore Penalty and Workers’ PF Dues

JAMMU, October 19, 2026 – In a glaring instance of alleged non-compliance, M/s Comtech Solutions has reportedly ignored a final compliance notice from the State Health Agency (SHA), J&K, failing to deposit a massive penalty of Rs 21.48 crore and clear outstanding statutory dues of its engaged personnel.

Despite imposing the penalty and giving a strict seven-day deadline earlier this month, the SHA has failed to ensure the recovery of the amount or secure crores of rupees in alleged outstanding Provident Fund (PF) and Employees’ State Insurance (ESI) contributions. The lack of decisive punitive action by both the SHA and PF authorities is raising serious questions over enforcement and accountability, especially with the company’s contract set to expire on October 31.

The alleged default severely impacts the livelihoods of Pradhan Mantri Arogya Mitras (PMAMs), Data Entry Operators (DEOs), and Helpers engaged under various healthcare schemes. Employees have raised an alarm over the non-deposition of their statutory contributions, claiming that PF contributions were deducted from their salaries for approximately 15 months but never deposited with the concerned authorities. PMAMs previously cited that nearly Rs 52,170 per person is pending in PF dues.

On October 7, the SHA issued a final compliance notice directing M/s Comtech Solutions to deposit Rs 21,48,75,600 and submit documentary proof, including month-wise challans of EPF and ESIC remittances. According to SHA observations, documents provided by the agency indicated that EPF contributions had only been deposited up to August 2025, pointing toward continued non-compliance afterward.

While the PF office in Srinagar has reportedly initiated an investigation into the non-remittance, the rapid approach of the October 31 contractual deadline has put the pace of the probe under intense scrutiny. Adding to the concerns, no FIR has reportedly been registered against the firm so far.

With the contract’s expiry looming, the SHA and PF authorities face mounting pressure to verify liabilities, take stringent legal action, and protect the employees’ hard-earned savings and social security benefits before the vendor exits.
