NIA Court in Jammu Declares Pakistan-Based Terror Accused a Proclaimed Offender

JAMMU, October 8, 2026 – A Special National Investigation Agency (NIA) Court in Jammu has formally declared a wanted terror accused, currently believed to be absconding in Pakistan, as a proclaimed offender. The order was issued following an application filed by the NIA in connection with a major terror conspiracy case.

The accused, identified as Nazir Hussain, a resident of Hari village in the border district of Poonch, is wanted by the NIA following the recovery of several grenades from an overground worker (OGW) in the Surankote area in October 2024. According to the investigation, the grenade consignment was allegedly dispatched from across the border by Hussain to facilitate bomb blasts and terror activities. Hussain, who operates under several aliases including Ali Khan, Nasir, Naziru, and Shaheen, had been evading the authorities.

Special Judge (NIA), Jammu, Prem Sagar, heard the central agency’s plea on October 1 and officially declared Hussain a “proclaimed offender” under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The court noted that non-bailable warrants of arrest had previously been issued against the accused. However, these warrants could not be executed as Hussain was not found at his Poonch residence, and an execution report submitted by the NIA confirmed that he had absconded to Pakistan.

The court further observed that the prosecution had made multiple efforts to secure the attendance of the accused, including the publication of formal notices in newspapers and the official gazette of Jammu and Kashmir. Despite these measures, Hussain failed to appear or surrender before the law, making it evident that he was deliberately evading arrest, thereby prompting the court to issue the proclamation order.
