JAMMU, September 2, 2026 – The prospects of holding rural local body elections in Jammu and Kashmir this year have faded, as the UT Government failed to respond to the State Election Commission’s (SEC) August-end deadline to initiate the electoral process.
Earlier in August, State Election Commissioner Shantmanu had briefed the government that a definitive decision must be made before the end of the month if Panchayat and District Development Council (DDC) polls were to be conducted in October-November, before the onset of harsh winter conditions in the upper reaches of the UT.
With August ending without any communication or directive from the government, official sources confirmed to the Excelsior that the polls are now highly unlikely this year. This means the local bodies will remain without elected representatives for at least the next six to seven months, as the earliest possible window for elections will now be April or May of 2027.
1.The Wait for the OBC Report:
The primary hurdle delaying the elections is the implementation of the Other Backward Classes (OBC) Commission report. The SEC requires at least 30 to 45 days to procure election materials, such as ballot boxes, but this process cannot begin until the government finalizing the percentage of reservation for OBCs in the local bodies.
The SEC had previously written to the government twice, urging a decision on the report submitted by the Justice (Retd) Janak Raj Kotwal-led OBC Commission in February 2025. The report has been pending with the government for over a year and a half.
2.SEC Preparedness:
Despite the lack of a mandate from the government, the SEC had been actively preparing for the past two to three months to hold the rural Panchayat and DDC elections simultaneously, which would have been followed by urban Municipal polls.
If the government had given the green light, the SEC would have needed to conduct a Special Summary Revision of electoral rolls with October 1 as the cut-off date, followed by the rotation and reservation of seats for women, SCs, STs, and OBCs.
3.Prolonged Absence of Elected Bodies:
Jammu and Kashmir is currently functioning without any elected local bodies across all three tiers of the Panchayati Raj Institutions (PRIs).
The Panchayats and Block Development Councils (BDCs) completed their tenures and ceased to exist on January 9, 2024, leaving the UT without elected rural representatives for over two and a half years. Similarly, the Municipalities completed their terms in late 2023, while the District Development Councils (DDCs) concluded their tenure on February 24, 2026.
While SEC officials remain in contact with the Rural Development and Panchayati Raj Department, they have been informed that there is currently no direction regarding the conduct of the elections. The Commission has made it clear that while they will remain engaged with the government, the electoral exercise cannot proceed this year without immediate clearance on the OBC reservations.
