Inquiry Ordered Against CMO GMC Baramulla Over Alleged Service Rules Violation

SRINAGAR, October 7, 2026 – The Jammu and Kashmir Health and Medical Education Department has officially ordered a departmental inquiry against Dr. Azmat Gowhar Khan, Chief Medical Officer (CMO) at Government Medical College (GMC) Baramulla, concerning alleged violations of service conduct rules.

The inquiry stems from allegations regarding Dr. Khan’s association as a director with a private healthcare company, M/s Clinnova Healthcare Pvt. Ltd., between May 23 and June 12, 2020. According to official documents, the probe will specifically examine whether his directorship constituted a violation of Rule 10 of the J&K Government Employees (Conduct) Rules, 1971.

Through Government Order No. 719-JK(HME) of 2026, the administration has appointed Abdul Gani Raina, In-charge Chief Medical Officer, Baramulla, as the Inquiry Officer to formally investigate the charges against Dr. Khan. Additionally, Khursheed Ahmad Damnoo, Accountant at GMC Baramulla, has been appointed as the Presenting Officer to represent the department’s case during the proceedings. The investigation has been initiated under Rule 33(4) of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.

The directive mandates the Inquiry Officer to conduct a thorough review and submit a reasoned report within 30 days of his appointment. The report must clearly state whether the charges are proved, not proved, or partly proved. The inquiry is also expected to determine whether the alleged lapse amounted to deliberate misconduct or a technical and procedural violation without any mala fide intent. The order emphasizes that the charges are yet to be established and will be decisively determined through the findings of the inquiry.
