JAMMU, September 19, 2026 – A 50-member delegation representing the 1947 displaced persons (DPs) from Pakistan-occupied Jammu and Kashmir (PoJK) is set to proceed to New Delhi to stage a massive dharna at Jantar Mantar on September 22. Operating under the banner of the Jammu Kashmir Sharnarthi Action Committee (JKSAC), the delegation aims to strongly highlight the long-pending rehabilitation issues of the displaced community and seek a comprehensive settlement. Addressing the media on Friday, JKSAC President Gurdev Singh, accompanied by other senior members, stated that the organization intends to apprise national political leaders of the continuing injustice and administrative apathy faced by the DP community over the past several decades. As part of their strategy, the JKSAC has formally sought the constitution of a specialized sub-cabinet committee headed by a senior Union Cabinet Minister, alongside the concerned Minister from the J&K Government and community representatives, to thoroughly pursue the acceptance and implementation of the Joint Parliamentary Committee (JPC) on Home Affairs Report No. 183.
During the press briefing, Gurdev Singh emphasized that the recently concluded year-long signature campaign accurately reflects the collective aspirations and deep-seated concerns of the displaced persons. He revealed that these signatures have been meticulously compiled into a book, which the delegation proposes to present to Prime Minister Narendra Modi and Union Home Minister Amit Shah during highly anticipated meetings in New Delhi scheduled for September 21. During this proposed interaction, the delegation plans to submit a detailed and comprehensive memorandum titled “Hamari Awaaz Suno.” This vital document explicitly outlines the long-standing demands of the 1947 PoJK displaced persons, primarily calling for a one-time ex-gratia relief of ₹30 lakh until PoJK is formally liberated and their losses are officially registered.
The exhaustive memorandum further demands the immediate de-freezing of their constitutional share of Assembly seats within the Jammu and Kashmir legislature, alongside the urgent reservation and issuance of ST-2 category certificates to the wards of displaced persons residing both within and outside the Union Territory. Appealing directly to the highest echelons of the Central Government, the JKSAC leadership strongly urged Prime Minister Modi and Home Minister Amit Shah to treat the ongoing plight of the displaced persons not merely as a regional grievance, but as a profound matter of national responsibility and humanitarian justice. The JKSAC has consistently reiterated that it views the comprehensive implementation of the JPC Report No. 183 as the most viable and equitable roadmap for the dignified settlement of the displaced community.
